Maybe imaginary, still a practical approach
for installing a clean and non-corrupt Govt.
We all need a good Govt., a Govt. in which there must no space for black money and corruption. We do not need the torture from police or daily threatening from the so-called goondas who have made their adaas (regular sitting place) near all betel shops. The common man needs to live with prestige and able to demand for his rights without any fear. We have seen many of our leaders with Z-plus security who have advocated for peoples’ consciousness/ partitipation in society, which in turn suggests that the common man should object to all the illegal activities in full strength. I feel it has become a fashion by our leaders to question on the consciousness of common man by protecting themselves in 3-tier security.
It is time to think again. At present India is facing many problems out of which let us discuss some as follows:
1. Security related problems
2. Unemployment related problems
3. Service related problems
4. Natural resources Protection related problems
Now that I have pointed the above problems, one may think why I have not touched black money and corruption which has now been reflected as the main problem. I feel, while discussing about these two, we should not overlook the problems related in aforesaid subjects.
The persons who are keen on discussing about corruption and black money must ask themselves first whether they have purchased their land or house as per the Govt. registration value or not. Secondly, whether they have ever lodged a complaint in consumer forum, when their purchased packed milk curdles. How many times they have complained in the police station against the persons who have taken liquor on the road or against eve teasers or those beating drivers on the road etc.
First of all we must ask ourselves whether we are involved in corruption or not. Perhaps a large section of our wise mass shall agree on one point that due to the corrupted Governance we are forcibly involved in corruption and black money.
Anyway let us discuss the prime problems as mentioned above. Everyone will agree that the country’s internal security is in danger. In India Verappan-like ivory and sandalwood smugglers can hide for years together. Here 4-5 terrorists can enter inside a 5-star hotel for a mass murder. It seems as if our land has not felt the presence of modern science. The scientists who are working on satellite systems are perhaps scientists for namesake being no different than other salaried persons. Otherwise, by using today’s high capacity telescopes and satellite system, it is not impossible to block all the illegal entrants by 10 or 12 engineers. This statement can be said as well as implemented in full length.
Similarly, just within one week all the weapons kept secretly by people can be exposed and destroyed too. It requires a strong willpower of the Govt. In the name of religion, caste and group no one should be allowed to shed blood in the middle of road.
In every colony of India, if 4-5 groups are created who can legally enter every house for a scrutiny of weapons, then all the hidden bombs, guns, etc. will definitely come out within a week. But how a group can enter into one’s house legally is something for which the Govt. will have to make a way accordingly.
Coming to the next problem, nowadays the definition of unemployment is in a different state. Though we are all working hard, many of us are still dreaming for a healthy surrounding or a shelter of our own. This is also one sort of unemployment. In this context we must see our neighboring country, China. Today all types of products are exported from China; starting from toys, pens to high end machinery; to almost all parts of the world. If we think minutely, we can see that one thing is common in both the countries, i.e. manpower. This means that we are able to get manpower with less expenditure but the major difference between China and India lie in their foreign policy. In India, if a person having 2-3 lakhs can export goods with supportive Govt. laws, then definitely within very few months we can also be the main competitor of China. In our country even the place or procedure to obtain a Voter Identity card is not known. It is well understood that having thousands of Govt. systems we are unaware of the minimum funds required for exporting goods.
Similarly, let us discuss regarding the service related problems in our country. If one wants to purchase a watch, T.V. or need an Internet connection, just see the procedure to deposit the money and get the item or connection. It’s damn easy. Nowadays we can pay online too. In many cases, companies are also facilitating home delivery. But in case of service, everything is just opposite. If you want to withdraw your cable TV connection, need a free service within warranty, require an exchange against defects, then there is ample chance that you have to knock at the last door i.e. consumer forum.
Last, but not the least, let us discuss on the protection of natural resources. Suppose a city needs 10 million trees such as mango, jackfruit, jamun (black berries) etc. Starting from planting trees to the full growth of the tree, all the expenditure will be taken up by the interested persons. Of course, the fruits borne by those trees will be consumed by those persons only. Govt. or municipality will provide security from theft for which they may charge at actuals from the tree owners. By this, in a span of 10 years a city will be surrounded by 10 million fruit trees which in turn can reduce the air temperature up to 10oC. Do you think this is just imaginary?
We have seen many times how our people are engaged in creating records by their own efforts; starting from Everest mountaineering, running, breaking coconut by hand, singing, dancing etc. Some talented people have thus naturally upheld the image of our country from time to time. In spite of many difficulties, by singing well or dancing well, they have gained the love of the people. In such a situation, if some good people abide by a set of definite laws, why can’t we run a good govt.?
The logic which seems to be unnatural should not be argued unnecessarily. Spoiling valuable time can never be the identity of wise men unless the same logic has not been implemented.
Tomorrow someone may argue, who will do Cherapora in car festival. Gajapati (king) or chief minister? etc. (“Cherapora” is one of the traditions observed as part of the ’Rath yatra’ or car festival, done by king). Luckily in India the no. of gods and devotees are much more than that of other countries. In such a case, people like me who have not much knowledge on Dharma (Religion) should not comment on it. Today the common man gets all his dues from God just by saluting Him for two minutes after bath in front of His series of photos. If still something is remaining, by donating or just promising to donate half a coconut in a nearby temple, that due is also fulfilled. In such a fortunate country having so many big temples, it is not required to comment on the law bindings on different castes and religions. The development in tourism in small states like Goa has come up just because of its surrounding (Parivesh), security and peoples’ attitude. More tourists go there for its liberated surroundings rather than for visiting the churches existing there. Tourists are reluctant to visit states where there is nearly no security for tourists and moreover if they are instructed to be vary of local people and side-by-side there is too much bargain in transportation, boarding and lodging.
My own view is that no article can ever describe its full philosophy. In such a case I am just trying to establish my view for installation of a healthy, strong and non-corrupt Govt. by using science and logic only.
Today, more than 100 TV channels have become peoples’ favorite. To reach maximum people, a good actor is searching for a TV channel to be introduced on a reality show. Shreya Ghoshal, Abhijit Sawant, Sunidhi Chauhan etc. who are some of the big names in the field of music; are from reality shows. Similarly actors like Raju Srivastav, Sunil Pal, Kapil, Krishna have maximized their repo among Indians and that again is due to reality shows. In fact for selection of right candidate, normally the whole country is divided into many zones. Then by step-by-step audition procedure, actors or participants are selected and again the best group of candidates are prepared for the reality show program. During the span of program, judges, audience and SMS system provides points or score by which 1st, 2nd or 3rd awards are given.
There is a strong scientific way as well as logic of judges and people behind these types of programs and yes, this is the proposed composition for us to build a clean and non-corrupt Govt. There will be a reality show which will end with the selection of the best candidate for each assembly seat of a state. Five persons out of which one psychologist, one philosopher, one political advisor and two eminent persons may be designated as judges of the program. Two political leaders of different parties may be invited as guest judges. There shall be provision by which these judges can ask questions directly to the participants. After step-by-step elimination, five to six candidates from each constituency may be selected for a mega reality show.
On the other hand the participants will answer the questions raised by judges. A lie detecting machine will be attached to the participants by which people can be aware whether the participant is speaking the truth or not. Now judges can decide according to their experience, how many marks should be awarded to candidates. Of course according to the specific requirement and surrounding, a judge can also give more marks for a person’s untruthful answer; because many times for the interest of the state, politicians may provide wrong information. For e.g. during the Indo-Pak war, PM did not disclose the exact number of soldiers killed by a particular day.
Whatever it may be, lie detecting machine, personality of candidate, mannerism, etc. shall be the candidate’s capacity to perform & the audience, common man and guest judges will provide points or score. By organizing such a program, one candidate from each constituency shall avail the maximum SMS or points from common people and acquire 1st position in that constituency which shall be the criteria to contest the election. The people who have supported the person to attain the 1st position by maximum no. of SMS, shall definitely vote for the same person during election. By this, directly or indirectly, money shall not be required in crores by the candidates to win or contest in an election.
It is my strong belief that in today’s society, if these crores of rupees shall not be required by a political person to contest/win, then definitely he/she will never try to earn money by corruption.
In this imaginary reality show, there are some drawbacks.
- The name of the sponsor should not be shown during the program because the sponsoring company may utilize the Govt. later for its own interest. Of course, profit from the reality show may be distributed among sponsors. These profits may be collected from advertisement slots before and in the mid of the program.
- Voting through SMS should be at the cost of normal SMS. If due to legality, more money is required to be paid for SMS, then the total SMS money should be transferred to Chief Minister’s fund.
- It is impossible to select candidates by any existing political party using this method because today the person at top position of different political parties will never be interested to be selected again by this method. So the party whose leader is not elected by this procedure can never fulfill its aim fully if other persons are selected by reality shows.
- In this column, the post election picture is completely unclear. Who will be the minister, Chief Minister, etc. from the candidates will naturally be a big issue. But by using a definite rule all these are possible.
I have tried my level best to show how we can make a clean and non-corrupt govt. by using science and logic. By changing the format as per requirement, this reality show can be converted to a real function able program.
